Combination effects of harm reduction interventions in different intervention periods. Each intervention variable of NSPs or OST program independently influenced the HIV epidemic. When the combined effects of NSPs and the OST program were taking into account, the coefficient of determination (R 2) value of NSPs when controlled of OST (R 2 = 0.746) and the value of OST program when controlled of NSPs (R 2 = 0.852), respectively, increased to R 2 = 0.922
